As with all credit unions, Langley is governed by an unpaid member-elected, volunteer Board of Directors. The Langley Board of Directors acts as the trustee on behalf of the members. The Board is responsible for the general direction and control of affairs at Langley Federal Credit Union.

Our Board of Directors and their roles are as follows:

Audrey Douglas-Cooke

Audrey B. Douglas-Cooke Ph.D., Chair

Dr. Audrey B. Douglas-Cooke has served on the Langley Federal Credit Union Board of Directors since 2018 and currently chairs the Board while contributing her expertise to the CEO Evaluation and Compensation and Executive Committees. A respected healthcare executive and scholar, she spent 37 years with Sentara Healthcare, culminating in her role as Vice President of Sentara Heart Hospital in Norfolk.

In 2019, Dr. Douglas-Cooke transitioned into academia and now serves as an Assistant Professor at Norfolk State University, where she teaches and mentors future leaders in healthcare administration and policy. She also continues to influence the healthcare landscape as a Clinical Healthcare Strategist, providing consultation to organizations seeking her deep expertise in clinical operations, organizational strategy, and health systems leadership.

Dr. Douglas-Cooke is widely recognized for her commitment to excellence, strategic insight, and enduring contributions to underserved populations.

William E. Griffith, Jr.

William E. "Gene" Griffith Jr, Vice Chair

Gene began his service at Langley serving on the Supervisory Committee from 1994 to 2007. He has served on the Board since 2008 and was elected as Board Chairman from 2012-2015. Gene currently serves on the Executive Committee; chairs the Nominating and Policy and Governance Committees; and is a member of the Langley for Families Foundation Board of Directors, serving as Treasurer. Gene retired from the Office of the Chief Financial Officer at NASA’s Langley Research Center in December 2024.

James R. 'Sam' Motley

James R. "Sam" Motley, Secretary

Sam was elected to the Board in April 2023. He has served on the Supervisory Committee since 2009 and currently serves on the Executive, Nominating, and Policy and Governance Committees. Sam retired from NASA’s Langley Research Center after 30 years of government service, where he filled diverse financial management roles including Chief Accountant, Management Controls Officer, and Branch Head. Prior to joining NASA, he spent 17 years as an auditor and supervisory auditor with the Defense Contract Audit Agency. Sam is a licensed Certified Public Accountant in the Commonwealth of Virginia.

Kanama Bivins

Kanama Bivins, DSL

Dr. Kanama Bivins was elected to the Board in April 2026. She currently serves as a 401(k) Plan Trustee and is a member of the CEO Evaluation and Compensation and Nominating Committees. Kanama is Vice President and Chief Financial Officer of the Norfolk Airport Authority. Dr. Bivins retired from the Senior Executive Service as Chief Financial Officer at NASA’s Langley Research Center, where she also served as Acting Associate Director. She previously served with the Department of the Navy and is a veteran of the United States Air Force. Kanama holds a Doctorate of Strategic Leadership from Regent University.

RC Miller

RC Miller

RC has served on the Board since 2024 and currently serves on the Nominating and Policy and Governance Committees. He is the Product and Privacy Counsel at Ashby.

RC brings extensive experience in technology law, corporate governance, consumer regulations, private equity, and mergers and acquisitions, having advised companies on regulatory matters, securities issues, and complex transactions. RC previously worked at Zoom, eBay, and several large law firms across the country. In 2021, he joined the faculty of the USC Gould School of Law, where he teaches contract drafting and negotiation. RC is also a serial entrepreneur with experience launching and scaling consumer-facing businesses and actively invests in real estate and early-stage companies.

Peter A. Morley, CMSgt. USAF-Ret.

Peter A. Morley, CMSgt. USAF-Ret.

Pete served as Board Chairman from 1998-2002 and has been a Board Member since 1989. He currently serves as a 401(k) Plan Trustee and a member of the CEO Evaluation and Compensation Committee. Pete retired from the Air Force after 30 years of service and the City of Hampton Public Works with over 20 years.

R. Lester Wingrove, Jr.

R. Lester Wingrove, Jr.

Lester served as Board Chairman from 2015-2018 and has been a Board Member since 2009. He currently serves as a 401(k) Plan Trustee; chairs the CEO Evaluation and Compensation Committee; and a member of the Policy and Governance Committee. Lester earned his Certified Credit Union Director designation in June 2016. He brings over 30 years of experience in the criminal justice field and currently serves as Evidence Based Practice Specialist, Strategic Planner and Coach for the Commonwealth of Virginia.
